Didn't see that one coming. Eurostar would be the minority partner, so
it'd be more properly described as a Keolis-Eurostar bid.

Eurostar is 40% owned by London and Continental Railways Ldt (LCR). I
wonder what LCR's (hands-off) owners make of this...

And Keolis is 70%-owned by SNCF. I suppose it's /is/ keeping the ECML in
public hands, just a different public...

Eurostar International Limited is also 55% owned by SNCF, so both
partners would be majority owned by SNCF, making the ECML very much
public sector controlled if that bid succeeds.
