I remember seeing at least one when I was there earlier this year and
the map at

http://koeln-hbf.de/Downloads/k%C3%B6ln-hbf-karte.pdf

shows a couple in D-Passage and one in E-Passage.

Did you (or whoever) end up using it? If so, what were the exchange
rates like?

(My general assumption is that changing GBP to Euros is cheaper in the UK.)

I did use it but I was changing dollars to Euros. Left over from a
holiday in the States. Exchange rates were OK but they charged me a
swingeing commission. I would have done better to have changed the
dollars to pounds here and just drawn cash from an ATM when I needed Euros.

I'd previously changed some dollars to Euros in France and, apart from
it taking about half an hour, I got a good rate. That was in a small
bank in Albert.

Aha. I'm guessing that there'll be places in Köln that will offer a good
exchange rate, but they won't be the one in the station!

I remember being with an American years ago, who needed to change some
Dollars into GBP - we did it in a large suburban supermarket (somewhere
very much off the tourist trail!) that had a bureau de change and got
what I recall was a pretty good rate.

Found an ATM at Glasgow airport last year that would issue cash in
Pounds, Dollars and Euros. Apparently no commission and the exchange
rates were reasonable.

That'll be because you live there and can "shop around" .

when you arrive at the far end you have to choose the "take it or leave it"
option available to you

I appreciate that, and yes you're probably right - it's just that my
impression is the forex business is perhaps a bit more competitive in
the UK for the simple reason that being outside the Euro we need it more.
